All of the examination procedures were under the Ministry of Education’s Curriculum and Examinations Section. This is after Tanzania Mainland withdrew from the East African Examinations Council in 1971 and before the creation of NECTA by Law in 1973. In accordance with the law, the Examinations became within NECTA’s purview after its establishment.

In 1975, an independent Institute of Curriculum Development (ICD) was founded, and in 1993, it was renamed the Tanzania Institute of Education. Prior to this, responsibility for the curriculum was with the Ministry of Education and the University College in Dar es Salaam (TIE).

Among the first employees hired between 1972 and 1976 is Mr P. P. Gandye. who also joined NECTA in 1972 and was promoted to Executive Secretary in 1994. After relocating from the Ministry of Education Headquarters to its current location in Kijitonyama, close to Mwenge, NECTA continued to engage new staff members. Today, NECTA employs around 250 people.

The Origins of NECTA

Parliamentary Act No. 21 of 1973 established the National Examinations Council of Tanzania (NECTA), a government institution. The National Examinations Council of Tanzania (NECTA) manages the country’s National Examinations.

In April 1971, Tanzania Mainland withdrew from the East African Examinations Council (EAEC) in order to administer her own exams, prompting the subsequent decision to form NECTA. It was in 1970 that Zanzibar officially left the East African Economic Community.

Prior to the withdrawal, from 1968 to 1971, the Cambridge Local Examinations Syndicate was joined by the East African Syndicate to administer the international Secondary School Examinations in Tanzania. Exams like the School Certificate and Higher School Certificate were administered back when by the Cambridge Local Examinations Syndicate. African students initially sat for the School Certificate Exam in 1947 and the Higher School Certificate Exam in 1960.
